Isn't it unfair that the Scrum Team creates the Definition of Done and only Developers confirm to DoD?

[Kumarraj RR.] Not necessarily unfair but crucial part of scrum supports collaboration and shared understanding. So Definition Of Done (DoD) is a Collaborative and Shared responsibility, The development team primarily contributes to define the DoD,Other scrum team members such as product owner and Scrum Master can and should provide input. This collective input ensures that the DoD is well rounded,transparent, supports Continuous improvement,accountability and address the needs of the entire team.

[Nitesh K Jaiswal] It's true that Scrum Team Creates the DoD , however not always developers only confirm DoD. Any change in DOD will require product owners involvement and confirmation from the whole team. As DOD includes end to end cycle of a user story as when its ready to be moved to status Done.
