[Aisshwarya Yadav] Acceptance criteria would be the outcome and DoD would be the exit criteria.
So, as per the requirement and say of a product owner the criteria must be met, how to achieve the outcome would be the responsibility of developer or the scrum team. The validation from product owner is essential.

After completion of the potentially shippable product it should go through review and reterospective post that it must meet the defined DoD criteria upon sign off.

[Sunil JG] Product owner is more closely working with business. He should have the ultimate say on the requirements, developers can argue on refining the requirements in terms of what can be achieved in the given sprint, what can be taken up in subsequent sprints. Developers can discuss with PO and agree upon a common ground for definitions of done.
